§ 41-19. Definitions.

  • The following words, term and phrases, when used in this article, shall have the following meanings:

    Biomedical waste means that term as defined in O.C.G.A. § 12-8-22 on January 1, 1993.

    Bulk item means large appliances and items such as washers, dryers, microwaves, stoves, refrigerators, air conditioners, trash compactors, water heaters, televisions, computers, monitors, stereos and furniture.

    Commercial establishment means any hotel, motel, apartment house, rooming house, business, retail, industrial, public or semi-public establishment of any nature or kind whatsoever other than a single family dwelling.

    Construction and demolition waste means waste building materials and rubble resulting from construction, remodeling, repair and demolition operations of pavements, houses, commercial buildings and other structures. Such wastes include, but are not limited to, asbestos, asbestos containing waste, wood, brick, metal, concrete wall board, paper cardboard, inert waste, landfill material, and other non-putrescible wastes which have a low potential for groundwater contamination. Such wastes also include, but are not limited to, wastes generated by the cleaning out of basements, attics, storage areas, or major cleanups from move ins or move outs.

    Garbage means all classes of putrefactive or readily decomposable animal, fish, fruit or vegetable matter and any matter or substance used in the preparation, cooking, dealing in or storage of meats, fowl, fish, fruits and vegetables that are subject to immediate decay and the attraction, harborage and breeding of flies or rodents. It may include the following: tin cans, bottles, paper, cardboard, plastics, and wrapping or packaging materials.

    Hazardous substance means that term as defined in O.C.G.A. §§ 12-8-92 on January 1, 1993.

    Hazardous waste means that term as defined in O.C.G.A. §§ 12-8-62 on January 1, 1993.

    Refuse means the useless, unused, unwanted, neglected, abandoned or discarded material resulting from normal household or commercial establishment activities, or materials which by their presence may injuriously affect the health, safety and welfare of persons in the city.

    Resource recovery and compactor sites means any resource recovery and compactor site operated by Hall County, Georgia.

    Solid waste means garbage, trash, refuse, rubbish, recyclables, yard waste, bulk items, and any other form of solid waste ordinarily resulting from normal household or commercial establishment activities.

    Yard waste means grass trimmings, leaves, small shrubbery trimmings, garden refuse, sod, pine needles, branches not in excess of six inches in diameter and four feet in length or 50 pounds in weight. Yard waste shall not include rock, dirt or roots.
