§ 10.2. Interpretation.

When the terms "shall", "should and "are encouraged" are used, those provisions are a regulation and must be followed. However, flexibility toward compliance with these regulations may be given if it is determined by the Zoning Administrator that the spirit and intent of the regulation is being followed.
